Great article Art, yes the Municipality should be looking at these vehicles instead of coming up with insurance and stores putting signs or merchandise on the street. This was a few years ago I went to step out of a store and come close to being hit with a scooter towing a trailer with a case of beer. I hope that the handicapped citizens that need a alternative means of transport are not penalized.
Every time I read a story about bylaws it makes me laugh. When there is no bylaw to enforce shooting a gun in your backyard with houses 20 feet away do we really expect a scooter bylaw?

Very true. The desire to remain as quiet villages is understandable but we do have to respond to new technology.

Licensing and education when purchased should be requirements. Should they not?
I think there needs to be regular communication about where they can and should go. For safety.
